Performance Measurement and Verification Partnership (PMVP) Webcast – September 29, 2009

- S&T Integration Division hosted their first-ever Webcast on September 29, 2010: the inaugural meeting of the Performance Measurement and Verification Partnership (PMVP). The PMVP is a network for information-sharing on best practices and new developments in environmental performance measurement, benchmarking and verification. Members include representatives from all levels of government across Canada and the private sector.
- Performance measurement, benchmarking and verification are used to authenticate the environmental performance claims made by technology manufacturers. The process improves market confidence and helps accelerate the adoption of these technologies. Governments can rely on verified technologies to provide value for money.
- The PMVP Webcast included presentations from ETV Canada, Sustainable Development Technology Canada (SDTC), and the Governments of Québec and Ontario, covering various approaches for environmental performance measurement, benchmarking and verification. It also included an ETV client testimonial from Global Emissions Systems, Inc.
- Seven federal departments were represented, along with the provinces of Québec, Ontario and British Columbia, the City of Montreal, BC Hydro, the Federation of Canadian Municipalities (FCM), The Bloom Centre for Sustainability (BLOOM), the Canadian Standards Association (CSA) and Réseau-Environnement.
- The PMVP arose in response to S&T Integration Division’s successful 2009 national ETV stakeholder consultations. EC is the federal lead on the ETV Program. ETV Canada, a not-for-profit organization, manages the Program on behalf of the Department. The next PMVP meeting is scheduled for March 23, 2010, in Vancouver on the margins of GLOBE 2010, North America’s premier environmental technology conference and trade show.

Workshop on Exploring Approaches for Measurement, Reporting and Verification (MRV) – March 18, 2010

- On March 18, 2010 S&T Integration Division held a one-day workshop in Gatineau on "Exploring Approaches for Measurement, Reporting and Verification (MRV)".
- The purpose of the workshop was to advance Canada-U.S. cooperation on MRV, in alignment with the objectives of the Clean Energy Dialogue and to enhance clean energy R&D collaboration.
- It brought together U.S. and Canadian MRV communities on measuring, monitoring, reporting and verifying the environmental performance of programs, projects and technologies.
- The workshop increased awareness and understanding of MRV and its applicability to clean energy technology projects and programs.

Workshop on Sustainable Procurement and Performance Verification for Municipalities – March 23, 2010

- On March 23, 2010 S&T Integration Division co-hosted a workshop in Vancouver on "Sustainable Procurement and Performance Verification for Municipalities" with the Federation of Canadian Municipalities and The Bloom Centre for Sustainability.
- The objective of the Workshop was to explore the sustainable procurement challenges faced by communities and municipalities.
- The workshop brought together the municipal representatives (including planners, environmental coordinators, purchasers, and managers of sustainable procurement, facilities, fleets, etc.) to discuss the tools for sustainable growth including the Environmental Technology Verification (ETV) Program.
- It examined how sustainable procurement creates value and, in particular, how performance measurement and verification is a decision-support tool that can help municipalities and local authorities reduce the risks that are often associated with innovative sustainable solutions.
- The workshop built upon Environment Canada’s Performance Measurement and Verification Partnership (PMVP), a network of public and private sector representatives that provides a forum for information-sharing on best practices and collaboration in the area of environmental performance measurement, reporting and verification.

International Water Association – Booth and Industry Forum: "Measuring Progress for Better Results" – September 21, 2010

- September 19-24, 2010 S&T Integration Division hosted a booth and an Industry Forum at the International Water Association's (IWA) World Water Congress and Exhibition in Montreal. This is international biennial event that attracted nearly 4,000 delegates from 90 countries.
- Key conference topics included: the science and application of water management; water, climate and energy; cities of the future; and managing utilities and their assets.
- The booth, which had well over 200 visitors and two media requests, highlighted EC's Technology Programs, including the Canadian Environmental Technology Advancement Centres (CETACs) and Canada’s Environmental Technology Verification (ETV) Program.
- The Industry Forum was entitled “Measuring Progress for Better Results - Harmonization of environmental performance measurement and verification of water technologies.” It focussed on Canada's ETV Program and provided an overview of performance verification programs. The forum attracted over forty participants, including representatives from the U.S. EPA, European Union, the provinces of Quebec and Ontario, as well as ETV-verified technology vendors and verification organizations.
- S&T Integration Division, along with colleagues from DFAIT, met with representatives from China, India, and Israel, as well as Ontario's Minister of Research and Innovation, at a networking session hosted by the International Science and Technology Partnership (ISTP). ISTPCanada fosters and supports the development of research partnerships for Canadian companies and research organizations with international counterparts and delivers the elements of DFAIT’s International Science and Technology Partnerships Program.
- S&T Integration Division manages Canada’s ETV Program, and provides expert advice and oversight to ETV Canada and the CETACs.

Americana 2011 – Performance Measurement and Environment Canada's Environmental Technologies Verification (ETV) Program – March 23, 2011

Presentation of the ETV Program and the Development of an Evaluation Tool for Residual Waste Technologies used by Municipalities
- Municipalities and regional country municipalities (RMC) are currently faced with a plethora of technologies and operating methods being offered by various promoters and integrators. The anaerobic digestion sector is still in its infancy. Comparing the options is therefore an arduous task and the development of a standardized approach, particularly for evaluating environmental impacts, would be welcome.
- Environment Canada has contracted Enviro-access to develop a generic protocol for verifying the environmental performance of residual waste technologies in Québec municipalities. The protocol can then be used by Environment Canada's Environmental Technology Verification (ETV) Program.

PMVP China-Canada Workshop on ETV – June 13-14, 2011

- Since April 2010, discussions were underway with Chinese officials under the Canada-China Joint Committee on Environment Cooperation (JCEC) and bilateral dialogue with STSD. One of the areas of discussions was a joint workshop between EC and the Chinese Ministry of Environmental Protection (MEP) on our Environmental Technology Verification Programs. This joint workshop took place in Beijing on June 13th - 14th on the heels of the CIEPEC and the DFAIT-lead mission.
- The ETV Workshop was very successful with more than 50 participants from different governmental and technical organizations within China. EC provided a detailed description of its the Canadian ETV Program, EC's international activities on ETV as well as typical case studies under EC's Program. The Chinese participants demonstrated their operational and technical capacity and readiness to implement a full scale ETV Program in their country.
- Through both days of the workshop, there was a continuous and constructive dialogue and exchange of information on all aspects of ETV. The Chinese representatives were highly pleased in the quality of the material presented and distributed as well as the openness and clarity of the discussion. It was agreed that this event was a successful first step toward a more permanent dialogue on ETV between both countries. As Secretariat of the International Working Group (IWG) on ETV, EC will continue to keep China informed on IWG activities; China is presently concentrating its effort in implementing their national ETV program but EC will continue discussing with them for a potentially more active role in the IWG. Officials from both countries committed to continue their dialogue on the ETV programs and work in areas of mutual interest.
