Stage 1: Review and consolidation of current experience followed by a multi-stakeholder consensus-building process to identify an initial set of acceptable performance criteria.
Stage 2: Multi-stakeholder discussion of initial criteria and agreement on a final set of criteria for screening, assessing and verifying performance.
Stage 3: Stakeholder validation of all criteria under review, both quantitative and qualitative.
Stage 4: Consolidated documentation of all "acceptable" criteria and test methods for the verification of relevant environmental performance.
